This parameter controls the number of passes the branch-and-bound solver makes at each node of the tree for cut generation. There is one exception in that MAXCTR does not control the number of passes at the root node of the tree. You must use MAXCTP to control the number of passes at the root node. The default value for MAXCTR is 2 passes.
